Can you please be a bit more specific. There are handful of such (random) users who are facing this issue. I worked with local accounts only and I moved the complete web collection database to a new server. Have them carefully checked. More about the author

If there are files that are required in the master pages and are not published, users will get access denied even if they have full control on the site.
